I'm gonna have to say Broly wins this one(without Cell becoming Super Perfect) Broly took on 4 super saiyans and Piccolo without breaking a sweat.
The difference is, broly won against them because he was a tank. But broly has NO real fighting skill, whatsoever. All he knows is: throw punches, tank attacks (if he can).

2) dabura was above 4,000 without training so lets said hes at 4,800 with training
3) goku at ssj2 would be at 6,000 kili and he said dabura is nearly as strong as cell but after dabura trains goku said hes a little more stronger than he was
4) gohan at ssj2 he nearly equal to dabura and he was able to make some damage to him but he was't even able to hurt broly actually broly was toying with him without even using full power so yah broly would be at least at 6,000 kili

In the Broly Movie all the saiyans had ssj grade 2 vs broly and broly was eventually defeated by a powered up beaten up ssj grade 2 Goku and cell took a blast from a powered up ssj grade 2 Vegeta "with regeneration" and was using 70ish % of his power against Mssj goku so I believe that Broly is around 80% of perfect cell's power

You guys do realize that Broly made Gohan suffer so damn much when he was a SSJ2 (Second Coming Gohan kept training for 7 years after the Cell saga, Goku was still dead and Vegeta had already given up), which means that Broly managed to obliterate a SSJ2 without even getting damage. Plus, it took SSJ (2?) Goku, SSJ2 Gohan, SSJ Goten and Trunks to kill Broly AT THE SAME TIME, which I think was plot armor

My money's on Perfect Cell if this is M8, Broly if this is M10. Perfect Cell has a massive arsenal of techniques and his regeneration, and I really do think he could curbstomp the Z Fighters just like Broly did. Remember that Cell beat SSJ Gohan with a good bit less than his maximum, and that Gohan and Goku were so far above everyone else that only they would matter.

Gohan who was STATED to still be training after the cell arc in the movie would mean he’s stronger than teen gohan which destroyed cell. Broly wrecked SS2 gohan on this.
