Yes, you can, but the amount of people who do it is slim ... it's not a common hairstyle out here ... most likely will find someone who does it in house and then you have to judge their work on if you like it because they probably aren't doing it a lot out here. I found one person with a shop but he definitely charges a crazy price. Haven't found too many women who do it out here. Found ONE in house person so far, but still deciding if I want to go to her as she doesn't have much work to show from. Again, not the most common hairstyle out here.
