In this example you are talking about a single outlier, but what happens when you apply the formula and it turns out that you have a significant amount (for example, more than 15%) of outliers?
An outlier can skew statistical results. For example, if you had a random sample size of 50 and wanted to calculate the average income within that group, if Bill Gates happened to be in your sample, the average income would be over-estimated due to the presence of Bill Gates being in the sample. To put this in perspective, Bill Gates makes about 4 billion per year, whereas the average salary in the US is about $30,000 USD. Bill Gates makes more than the entire sample size combined... times over 2000, which is HUGE!
That is just the standard formula that they teach in introductory university statistics. They chose the multiplier 1.5 because statisticians found that it works the best. The reasons why they chose 1.5 go more into complicated detail but it is not necessary to know for introductory statistics. If you are curious, there are many explanations you can find on google :) So for now, I wouldn't worry about it too much! I hope that helps.
