Who can apply binary accreditation and who can apply maturity based accreditation please clear

Any HEI can apply for Binary .
First you need to have accreditation (binary) then you can opt for maturity based levels .
HEIs already accredited shall continue to hold the accreditation with the grade till its validity exists. During such a valid period of accreditation, such institutes may apply for Maturity Based Graded Level at any time once the MBGL is announced.

NAAC ka Grade college milega aur dusare sal teacher ko nikala jata hai. Teacher ka temp or adhoc basis ka bhi kuch bhi nahi hai private college teacher ko sirf use kiya jata hai phir NAAC me kya changes huva. It is nothing for teacher.
