That's very simple. Mia let the protagonist escape because he helper her to arrest all Blacklist members. Also, they helped eachother from the start to the end so it wouldn't make any sense for Mia to arrest the protagonist otherwise it would be a trahison.
I have to disagree about the series downfall after Most Wanted, it came after Carbon, since that was the last good game. But I won't judge you, since it's your opinion :)
Maybe I phrased it wrong. What I wanted to say was that NFS has slowly eroded in quality through the years, becoming irrelevant. I didn't mean it turned bad right after Most Wanted.
