I don't think Cortez betrayed Tommy or anything. Their are 2 reasons why I think Cortez knew who interrupt the deal from the beginning but keep his mouth shut. 1) He indirectly signal Tommy one time by say "We can't point a direct finger to a powerful man like Diaz" because He wants to save his and Tommy's skin as he values his friend's life. 2) He is a proper Businessman he said once "You're not in the liberty now, here we do things differently" which means it's not like Liberty city where you can just get info from anyone by keeping them in a gun point, In Vice City if you need info you have to some favours in return. Cortez cares about our boi Tommy and knows he can't swim that's why he gave his life boat as piece of gratitude to Tommy.

We have noticed that you are having a different opinion so we would like to take a look at this and add a little bit from ourselves. 😉 Just for the record, we are not saying that Cortez betrayed Vercetti. We were demonstrating reasons supporting the idea that he wasn't honest enough and used Tommy to a full degree instead of providing better help. 1. He values Tommy's life and yet he asked him to steal a tank that is surrounded by the military? This doesn't add up 😅 2. This is actually more solid than the previous argument. However, how many favors do we need to do for him really so he finally tells us something valuable? We do understand doing 2 things which by the way are not too risky, but the guy seemed to abuse Tommy's help a lot! Besides, he wasn't even paying fairly in our opinion, but that's on a side note 🙂 The last sentence was really clever though! 😁
I think the Colonel was in exile from political problems in his home country. He was a business partner to Ricardo Diaz and knew more about the coke than he led on, keeping Tommy on a leash. Also note how he left Vice City moments before Diaz would meet his fatal end. I think he used Tommy to keep his hands clean and not be directly linked to the theft of the chips and tank.
My interpretation of Cortez has always been that he is a pragmatic operator. Think about this: all he knows about Tommy upon meeting him is that he psychopathic murderer who went down for the massacre of a dozen people and is now claiming that he ''totes, bro'' had nothing to do with the theft of a case of cocaine, another case of cash, and the deaths of several more people including the head of the locally infamous Vance Gang. Would you willingly befriend Tommy based on just that? I think Cortez probably did use Tommy at first, but then the discovery of the betrayal of Gonzalez and the fact that Tommy proved himself dependable as time went on meant that in the end, I think the handshake was probably genuine.

I think the main take away should be that he was responsible for security at the deal and it wasn't at all secure in all honesty when I was playing I always wondered how tommy ended up on the hook for everything and everyone else makes you earn their help when they should be at fault too

You are correct Mark, Cortez wasn't the only one who was supposed to organize this whole event 🙂 "He's the one that helped me set up this deal well away from Vice City's established thugs." - this line of dialogue suggests that both Ken Rosenberg and Juan Cortez were involved in this. Beginning from Rosenberg who was contacted by the Forellis, he asked Cortez to find suppliers and make sure that nobody (especially local gangs) will hear about this deal. And since Rosenberg was going to represent the Forellis as some kind of law background guy during the exchange, he should have underlined that Cortez is responsible for this as well. Thanks to his mistake, Cortez wasn't really obliged to give the money back as Forellis didn't even know about Cortez, they only asked Rosenberg to look after everything. 🙂
Cortez was like a typical officer. Using everyone for his own benefit while clapping their shoulders what a wonderful friends and loyal soldiers they are.
Considering their backgrounds and the types of missions they give the player, I could see Cortez as Vice City's Toreno. In that regard, I wouldn't see Cortez as a friend of Tommy but I do think he's trustworthy in the sense that as long as Tommy is helping him, he will try to help Tommy even if Tommy has to do most of the work.
Cortez was always apart of my list of suspects I thought he could've had Part in setting up the deal that got vic killed and the cash for sonny stolen,but the reason he didn't kill tommy was because he needed Diaz out of the way,so he could take over vice city

He says it himself. This is Vice city we do things different here. Meaning we need to do him favors before he does us a favor. Showing all his cards doesn't give Tommy any motive to commit all these crimes for him. That's my two cents.
My guess is that cortez knew way before that diaz was responsible but he was scared to reveal it to Tommy and he even tells him "one does not wave accusations at a man like diaz", he was scared that if tommy fails and diaz finds out it was cortez who found out about him he could kill him so he kind of played it safe for a while

Cortez is someone used to power struggles in an attempt to acquire power. He played a key yet silent role in the Vice City criminal underworld escapades by making decisions that wouldn’t endanger him. He picked the side of the one likely to win, and with that person being Tommy, he’d be able to become Vice City’s drug baron in all but name. If Cortez did manipulate Tommy, even if it became partial out of genuine respect, there’s a chance he’d continually manipulate the criminal underworld as long as he lived.
Well, he actually was in a way, Steven 🙂 Besides the aspect that you mentioned, we can also find a piece of interesting information in his VCBI files. The department says there that he is known to take bribes, they even might try this method to learn more about the drug deal in Viceport that was going to be organized 😉

I have always thought that it was obvious that Cortez was the one who ripped off the deal at the beginning... Think about it, we're told that Cortez set the deal up for Sonny, right? So he already knows who Tommy is and what he's capable of. He's a smart man, he knows Tommy is going to turn to him to find out what happened, knows he can easily frame it on Diaz, and he knows he can get Tommy to help him with his problems in a quid pro quo situation, and sail away in his yacht unscathed with more money for his cause. And in terms of actually helping Tommy he does almost nothing other than introduce him to Diaz and nothing else. He completely used Tommy, played him and everyone else like a fiddle. Brilliant, really.
Well..we kinda know the deal was bound to failed since Sonny got the money, and the dope on his table (pretty quick might say). We know Diaz busted it by hiring the assassin's and for his payement in the deal it's pretty obvious: the end of the Vance brothers empire who were as powerful as him if not more. Cortez just knew who would be me reliable in a drug deal between the Vance and Diaz and put Ken in contact with Vic. In the begining he indeed sees him as a reliable tool. But in the end he really become his friend. He's giving to Tommy the protection of his Daughter. That's not a task you give to a person you backstabbed, specially when you know what that person is capable of if he find out.
You're absolutely right, Geekreg 🙂 Sonny and Diaz are certain suspects in terms of being Mr. Black's clients. As for Cortez "giving" Mercedes to Tommy, making him her "protector" seems like a great way to bust the theory that Cortez could be the culprit. 🙂
The cash and stuff are easily from other deals since they just started dealing with it as mentioned in the intro. An old friend cutscene takes place ideally the morning after the deal bust happens, depending on if you save or not, no way they sent it from florida to liberty overnight, ln the 80s.

Mercedes turned out herself. It's her asking you to take her to a strip club. Do you know any random woman that goes to a stripclub for no good reason? Tommy knew then and there she was property of the streets.
Well, we have to disagree here. We can see several times during the storyline that Tommy isn't interested in Mercedes whatsoever. Sure, he was having a good time with her a few times, but it's pretty obvious that he preferred to do something more... let's say useful. As for Tommy's conversation with Cortez at the end of the game, he wasn't dishonest really. He knew that she belongs to the streets and the chances that she will become a lawyer are slim. Hell, Rockstar North even wanted to make her our girlfriend just like it happens in GTA San Andreas with Denise Robinson, etc. We will talk about this topic more in the future by the way 🙂
Now when we get new information about the game we also get a lesson about modern history. Tommy took care of his daughter I'm not sure the colonel would be happy with that.
The actions of Cortez can certainly be his role in wanting to get rid of the Shining Path as effective as possible. The drug trafficking under his high military rank allows his second hand man Gonzalez to do his dirty work. And of course he could’ve lied that he’s from Central America but in reality, he’s from Peru 🇵🇪. He kept his Peruvian identity very effectively low. He had to manipulate events in Vice City without it effecting him too much. Plus paying Tommy in errand boy money pushes him to earn his income desperately and to push his potential to running his own criminal empire. So can be a mentor in experience instead of lecture format. His war against the Shining Path will end up turning against his own favor eventually. And not only will the guerrillas will rule Peru, but will recreate a domino effect theory towards all of South America. Similar to when people thought if Vietnam falls to communism so will the rest of Asia. Hell the crash of 94 would turn the tides against for the Peruvian government.
When I first played Grand theft Auto vice City I had a feeling that Cortez was the one that stole the drugs and money...... But because he gave me a handshake and a boat at the end of the mission where his yacht floated off into the mystery sea. I low-key did donuts on the boat as a sign of forgiveness 😊
Peruvian here, Shining Path was founded around the 1960s. Velasco government actually stopped SP because his measures like Agrarian Reform and priorities for the Quechua and Indigenous culture helped a lot of the social climate, but the US embassy conspired against him with the reactionary factions of his military govt (Bermudez leading them) which occasions the Tacnazo (Tacna coup) that took Velasco out of power. Bermudez horrible admin got the situation so bad that it boiled the waters for the creation of the Shining Path, then the subsequent governments of Belaunde Terry and García Perez only made things worse.

I have another theory that actually raises from the mention that Cortez helped to set up a deal. Note: Cortez, with all his influence, doesn't have his own gang or operators who do anything for him in Vice City directly, only his sailors acting as personal bodyguards. Cortez has only soft power in Vice or even in the US, and it spreads very wide, but he has no hard power and has to employ various other organizations and individuals to project it; naturally, he treats Diaz as an important means of projecting that power. My theory is that Diaz was the one who Cortez hired to ensure that the deal went down smoothly, but Diaz, knowing who were undertaking the deal and that it can lead to a new powerful player in town, and, well, being a hothead, decided to use this job as a lead and eliminate the possible threat. Now, for Cortez, taking out Diaz immediately would be losing an important asset, and he probably didn't even have the means - remember what I've said about hard and soft power? So at best he could: 1) ask Diaz politely why things didn't go well and 2) start digging by hiring others and collecting the intel. I'm also starting to suspect that Gonzales could have been the primary contact between Diaz and Cortez, basically being Cortez's "personal rep" for Diaz, and could've been somewhat involved in the coverup. So that's why Cortez ordered Tommy to hake Gonzales out.

I agree with Gaming Investigators' analysis. We can notice Cortez is using Tommy to get his things done in the name of finding culprit for Tommy. And he repays with an ambiguous clue about Diaz while Cortez was not even interested to find evidences for Tommy.
I haven't played the game in some time, but wouldn't it make sense that Cortez was the one who betrayed Tommy and Lance in the first mission? I mean, what was the evidence we got that it was Diaz? Cortez told us and so did Lance. Cortez knows that Tommy is a pretty rational guy, so he only made Diaz look suspicious by saying he thinks he did it. Then he manipulated Lance, because he knows he's quite emotional about his brother's death and more likely to believe what he tells him without real evidence. Also, Gonzales was his right hand man, so he probably helped him with the deal. But then he somehow got wind of Cortez' plans and knew too much to be kept alive. But hey, that's just a theory. A GAME THEORY!

Maybe he wanted to get rid of Tommy. But the fact that you can do this mission before taking over Diaz' mansion kinda contradicts that theory.
I detected something is fishy about colonel when during one of the initial mission 'The Party' one of the yatch staff whispers something into Mercedes years and look at the body language of colonel when diaz says time to rewards one friend and liquidate one's enemy. Cortez in charge of security… setting the deal with the Forellis… drugs and money get lost, deviating Tommy’s attention, killing a potential drug lord as Gonzalez and might setting the suspicious on Diaz after seeing how Tommy was closing clues… Just a funny theory.
I don't think Cortez was responsible for the ambush but I think he knew who was. What we know is that Cortez helped Ken Rosenberg set up the deal between the Forellis and Vance Brothers. Then few hitmen ambushed the deal which Mr Teal (Leo) was one of them. Vic Vance gets killed, Tommy flees, the drugs and money get picked by these hitmen. Ken told Tommy to see Cortez and then everyone after that blamed Diaz being behind it. There was never any proof it was Diaz, Cortez just said he thinks it was Diaz, Lance immediately went for Diaz because they had beef with one another in VCS and the phone call on Leo phone let it sound like Diaz was involved. The guy on the phone said that Diaz had a buyer for his merchandise but who is the buyer? We don't know who it is and what the merchandise is. Also who hired Mr Black (the employer of Leo) to ambush the deal? We don't know either. Everyone just thinks its Diaz cause of his backstory with them but no one suspects it could be Sonny or a bigger party. My suspicion is that it was Sonny behind the ambush. The reason why I say that is because before the deal Sonny had no drugs and money on the table in Saint Marks Bistro but after the deal he had it. We also know Sonny set up Tommy once before and that set up backfired in Sonny face cause Tommy killed the 11 hitmen in Harwood, Libery City. Tommy suspected or knew it was Sonny behind it but did not do anything until he had enough power to take him on. Cortez either knew it was Sonny behind the ambush but remained silent out of fear or he was genuinely misguided thinking it was Diaz along with Gonzalez. Here is how I think it happened. Ken and Cortez set up the deal for the Forellis and Vance Brother. Sonny either tried to kill both parties in the deal or he only wanted the sellers dead, hired Mr Black who then dispatched Mr Teal to ambush the deal. The ambush was semi successful, both the drugs and money got recovered but Tommy along with Lance survived. After that Sonny tried to keep this deal gone wrong on Tommy in order to keep him indebted to him or he knew Tommy would kill any big crime boss that deals with drugs in Vice City to pave the way for Sonny to expand his empire. After that everyone started to think it was Diaz behind it due to his shady backstory. As for who the buyer of Diaz merchandise was, Gonzalez probably knew who the buyer was and Cortez might have tried to silence him to clear some tracks or Cortez tried to take revenge on Gonzalez for stealing from him in VCS. Cortez might have seen this as a right time to abuse the situation. What is interesting is that Mr Black Contract killing company is not just clients that is drug dealers or gang leaders but also to high profile government officials as he sended Tommy once to kill a few government agents and to recover government documents. So it makes sense that the Mafia would hire them too. My point is, nothing suggests it was Diaz behind it. Everyone just assumes it was him and Tommy just went along with it. (we should remember Tommy was not interested in getting back the drugs or money for Sonny. He only wanted to find the culprit but changed his objective to kill Diaz and take over his empire.) If Tommy really wanted to find the culprit, he should have used Mr Teal phone to track down Mr Black and then work from there to track down the client that hired them. Or Tommy should have tried to track down where the drugs and money went too. My speculation is that it is Sonny behind everything.
during wondering around i vice city you haappen to bumb into a certain building (the same building you chase a car with a faggio) inside the apartment you see blood, this is supposedly is the blood of the assassins hidding behind the crates in the intro and you kill them (it is also a reference for scarface, its the same looking apartment where he got captured in)...........this is a cut content thing. i have read and you could find them thanks to cortez, which somehow ended up to diaz...which is why from one cutscene tomy and cortez and just partners and in the next they are friends...tommy wouldnt do something like this outta nowhere, so cortez must have done something to earn this, which was also cut content
Only thing about Cortez that I find werid is that he leaves his daughter with homicidal mobster turned business druglord ( Tommy ). If it was the general from Sr2 or anton from far cry 6 they wouldn't be happy campers about it.

If you played vice store stories then you will know Gonzales was being suspicious and secretly working for Diaz Cartel. Cortez suspicions is based on previous issues with loyalty. Cortez have serious business to deal with but didn't have the man power to deal with those problems. Before he help Tommy completely he needed Tommy's assistance. Cortez did help Tommy find out that Diaz Cartel was responsible for the attack. I don't think Cortez betrayed Tommy. He even was accepting to Tommy affairs with his daughter.

At the end of the day, he was a very shrewd businessman, and even if he didn't pay him fairly, Tommy got something out of the arrangement too, even if he had to take unreasonable risks in the process. Really, at the end of the day, Tommy _was_ an errand boy, and Cortez was acting like any boss who has reason to both sort-of help yet definitely exploit his employee, it definitely felt like an amicable "demanding but friendly boss/chill and highly competent worker" relationship. After the end of the game, with Tommy taking over most of the VC drug trade and gaining the power and influence that goes with it, I'd be willing to call them "Associates." At the very least, I think Cortez would approach the relationship differently with Tommy being his legitimate equal (or his better, power/influence wise) at that point, and Tommy wouldn't have a reason to hate Cortez, 'cause he didn't explicitly try to screw him over, he just put his life at extreme risk, which is pretty much written into the unwritten contract that career criminals 'sign.'

I don’t blame Cortez for what happened. He did help Tommy find those responsible, and yes he did ask a lot of Tommy, but he also helped him as well, despite not having to do so. He was sort of a neutral-ish part for Tommy, Diaz, Rosenberg, etc. He definitely despised Gonzales for blowing the cover regarding Tommy’s deal. Even if it was Cortez’s _fault,_ he isn’t an enemy. He doesn’t despise Tommy, but he definitely humors him because he knows Tommy can do things for him (because it mainly made HIM look bad).

Remember the Party mission, Ken said that He was the one that set up the deal, which means he knows about the Deal, I mean think about it who else would know about the Drug deal, Cortez is the third party 😮, And Diaz wouldn't do it, he's the one who gets ambushed not the other way around. Diaz ambushed the deal it’s stated throughout the game and the fact Lance mentioned it the first time he saw Tommy working with Diaz that’s why he didn’t do much missions for him and didn’t like him anymore because he knew Diaz ambush them plus the phone call hints towards them working for Diaz
if cortez helped tommy in the first time they met, the game could ve ended within 10 mins..he learnt that the man was so desperate in need of both money and drugs , so he used tommy for some of his dirty works...and he completely knows tommys history.
Well in GTA wiki it says he is originally from some country in Central America, so it can't be Peru which is in South America. He also hates the French so it might be a French occupied Carribean country or maybe Panama which has been investigated a lot of times by the French government. Maybe he uses his boat so as to be able to supervice his activities on both countries. Definitely not a snitch on Tommy since he honestly relies on him.

I know this sounds weird but there could be stuff suggesting what political alignment each GTA protagonist has (Such as Tommy telling Mitch Baker that the Vietnam war was "ugly business" in one mission cutscene). Well, the end does justify the means. By rubbing shoulders and doing favors for Cortez, it led him to Diaz and he was able to take him out and take over his business. In the end nearly all of Vice City ended becoming Tommy's city any way.
Gta have many side characters, they help us but we need to do some big crimes or help them instead. That's not wrong tho it's part of story. ( And I love that very much )
Cortez didn't drop all his life's work and didn't devote all of his resources and time to help Tommy - a stranger who he met 5 minutes ago. What a horrible betrayal by Cortez! Who could have thought?!
Whoever Colonel Cortez is, sounds like the Sendero Luminoso (shining path) had him as a marked man. Obviously a wealthy man would be seen as an enemy of the people, at least in the eyes of a communist guerilla organization. But the Colonel is definitely not letting us know who he really is. If he was an actual member of the Peruvian armed forces, it would be strange for him to be in exile while his country is fighting an internal conflict. Who was he selling the weapon systems to? Is he selling it back to his own country because of embargos? Is he in it just for the money?
There’s a theory that Cortez’s actions would later push the events for the second Lat Am War from Cyberpunk 2020. Like how he needed a tank model to copy and modify for the Tropico military when in reality, he would innovate the Peruvian army fight against the Shining Path and of course would help aid a presidential candidate of Japanese descent.
I don't think Cortez betrayed Tommy or anything. Their are 2 reasons why I think Cortez knew who interrupt the deal from the beginning but keep his mouth shut.
1) He indirectly signal Tommy one time by say "We can't point a direct finger to a powerful man like Diaz" because He wants to save his and Tommy's skin as he values his friend's life.
2) He is a proper Businessman he said once "You're not in the liberty now, here we do things differently" which means it's not like Liberty city where you can just get info from anyone by keeping them in a gun point, In Vice City if you need info you have to some favours in return.
Cortez cares about our boi Tommy and knows he can't swim that's why he gave his life boat as piece of gratitude to Tommy.

We were demonstrating reasons supporting the idea that he wasn't honest enough and used Tommy to a full degree instead of providing better help.
1. He values Tommy's life and yet he asked him to steal a tank that is surrounded by the military? This doesn't add up 😅
2. This is actually more solid than the previous argument. However, how many favors do we need to do for him really so he finally tells us something valuable? We do understand doing 2 things which by the way are not too risky, but the guy seemed to abuse Tommy's help a lot! Besides, he wasn't even paying fairly in our opinion, but that's on a side note 🙂

I think the Colonel was in exile from political problems in his home country. He was a business partner to Ricardo Diaz and knew more about the coke than he led on, keeping Tommy on a leash. Also note how he left Vice City moments before Diaz would meet his fatal end.
I think he used Tommy to keep his hands clean and not be directly linked to the theft of the chips and tank.

My interpretation of Cortez has always been that he is a pragmatic operator. Think about this: all he knows about Tommy upon meeting him is that he psychopathic murderer who went down for the massacre of a dozen people and is now claiming that he ''totes, bro'' had nothing to do with the theft of a case of cocaine, another case of cash, and the deaths of several more people including the head of the locally infamous Vance Gang. Would you willingly befriend Tommy based on just that? I think Cortez probably did use Tommy at first, but then the discovery of the betrayal of Gonzalez and the fact that Tommy proved himself dependable as time went on meant that in the end, I think the handshake was probably genuine.
I think this is likely pretty close to the truth.
The "Vance Gang" didn't exist when Vice City was written so you can't really use that as an example for the 2002 story.

I think the main take away should be that he was responsible for security at the deal and it wasn't at all secure in all honesty when I was playing I always wondered how tommy ended up on the hook for everything and everyone else makes you earn their help when they should be at fault too

You are correct Mark, Cortez wasn't the only one who was supposed to organize this whole event 🙂 "He's the one that helped me set up this deal well away from Vice City's established thugs." - this line of dialogue suggests that both Ken Rosenberg and Juan Cortez were involved in this. Beginning from Rosenberg who was contacted by the Forellis, he asked Cortez to find suppliers and make sure that nobody (especially local gangs) will hear about this deal. And since Rosenberg was going to represent the Forellis as some kind of law background guy during the exchange, he should have underlined that Cortez is responsible for this as well. Thanks to his mistake, Cortez wasn't really obliged to give the money back as Forellis didn't even know about Cortez, they only asked Rosenberg to look after everything. 🙂

Considering their backgrounds and the types of missions they give the player, I could see Cortez as Vice City's Toreno. In that regard, I wouldn't see Cortez as a friend of Tommy but I do think he's trustworthy in the sense that as long as Tommy is helping him, he will try to help Tommy even if Tommy has to do most of the work.

Cortez was always apart of my list of suspects I thought he could've had Part in setting up the deal that got vic killed and the cash for sonny stolen,but the reason he didn't kill tommy was because he needed Diaz out of the way,so he could take over vice city

Cortez is someone used to power struggles in an attempt to acquire power. He played a key yet silent role in the Vice City criminal underworld escapades by making decisions that wouldn’t endanger him. He picked the side of the one likely to win, and with that person being Tommy, he’d be able to become Vice City’s drug baron in all but name. If Cortez did manipulate Tommy, even if it became partial out of genuine respect, there’s a chance he’d continually manipulate the criminal underworld as long as he lived.

I have always thought that it was obvious that Cortez was the one who ripped off the deal at the beginning... Think about it, we're told that Cortez set the deal up for Sonny, right? So he already knows who Tommy is and what he's capable of. He's a smart man, he knows Tommy is going to turn to him to find out what happened, knows he can easily frame it on Diaz, and he knows he can get Tommy to help him with his problems in a quid pro quo situation, and sail away in his yacht unscathed with more money for his cause. And in terms of actually helping Tommy he does almost nothing other than introduce him to Diaz and nothing else. He completely used Tommy, played him and everyone else like a fiddle. Brilliant, really.
Well..we kinda know the deal was bound to failed since Sonny got the money, and the dope on his table (pretty quick might say).
We know Diaz busted it by hiring the assassin's and for his payement in the deal it's pretty obvious: the end of the Vance brothers empire who were as powerful as him if not more.
Cortez just knew who would be me reliable in a drug deal between the Vance and Diaz and put Ken in contact with Vic.
In the begining he indeed sees him as a reliable tool. But in the end he really become his friend.

Well, we have to disagree here. We can see several times during the storyline that Tommy isn't interested in Mercedes whatsoever. Sure, he was having a good time with her a few times, but it's pretty obvious that he preferred to do something more... let's say useful. As for Tommy's conversation with Cortez at the end of the game, he wasn't dishonest really. He knew that she belongs to the streets and the chances that she will become a lawyer are slim. Hell, Rockstar North even wanted to make her our girlfriend just like it happens in GTA San Andreas with Denise Robinson, etc. We will talk about this topic more in the future by the way 🙂

The actions of Cortez can certainly be his role in wanting to get rid of the Shining Path as effective as possible. The drug trafficking under his high military rank allows his second hand man Gonzalez to do his dirty work. And of course he could’ve lied that he’s from Central America but in reality, he’s from Peru 🇵🇪. He kept his Peruvian identity very effectively low. He had to manipulate events in Vice City without it effecting him too much. Plus paying Tommy in errand boy money pushes him to earn his income desperately and to push his potential to running his own criminal empire. So can be a mentor in experience instead of lecture format. His war against the Shining Path will end up turning against his own favor eventually. And not only will the guerrillas will rule Peru, but will recreate a domino effect theory towards all of South America. Similar to when people thought if Vietnam falls to communism so will the rest of Asia. Hell the crash of 94 would turn the tides against for the Peruvian government.
When I first played Grand theft Auto vice City I had a feeling that Cortez was the one that stole the drugs and money......

Peruvian here, Shining Path was founded around the 1960s. Velasco government actually stopped SP because his measures like Agrarian Reform and priorities for the Quechua and Indigenous culture helped a lot of the social climate, but the US embassy conspired against him with the reactionary factions of his military govt (Bermudez leading them) which occasions the Tacnazo (Tacna coup) that took Velasco out of power. Bermudez horrible admin got the situation so bad that it boiled the waters for the creation of the Shining Path, then the subsequent governments of Belaunde Terry and García Perez only made things worse.

I have another theory that actually raises from the mention that Cortez helped to set up a deal. Note: Cortez, with all his influence, doesn't have his own gang or operators who do anything for him in Vice City directly, only his sailors acting as personal bodyguards. Cortez has only soft power in Vice or even in the US, and it spreads very wide, but he has no hard power and has to employ various other organizations and individuals to project it; naturally, he treats Diaz as an important means of projecting that power. My theory is that Diaz was the one who Cortez hired to ensure that the deal went down smoothly, but Diaz, knowing who were undertaking the deal and that it can lead to a new powerful player in town, and, well, being a hothead, decided to use this job as a lead and eliminate the possible threat. Now, for Cortez, taking out Diaz immediately would be losing an important asset, and he probably didn't even have the means - remember what I've said about hard and soft power? So at best he could: 1) ask Diaz politely why things didn't go well and 2) start digging by hiring others and collecting the intel. I'm also starting to suspect that Gonzales could have been the primary contact between Diaz and Cortez, basically being Cortez's "personal rep" for Diaz, and could've been somewhat involved in the coverup. So that's why Cortez ordered Tommy to hake Gonzales out.

I haven't played the game in some time, but wouldn't it make sense that Cortez was the one who betrayed Tommy and Lance in the first mission? I mean, what was the evidence we got that it was Diaz? Cortez told us and so did Lance.
Cortez knows that Tommy is a pretty rational guy, so he only made Diaz look suspicious by saying he thinks he did it. Then he manipulated Lance, because he knows he's quite emotional about his brother's death and more likely to believe what he tells him without real evidence.
Also, Gonzales was his right hand man, so he probably helped him with the deal. But then he somehow got wind of Cortez' plans and knew too much to be kept alive.
But hey, that's just a theory. A GAME THEORY!

Cortez in charge of security… setting the deal with the Forellis… drugs and money get lost, deviating Tommy’s attention, killing a potential drug lord as Gonzalez and might setting the suspicious on Diaz after seeing how Tommy was closing clues… Just a funny theory.
I don't think Cortez was responsible for the ambush but I think he knew who was. What we know is that Cortez helped Ken Rosenberg set up the deal between the Forellis and Vance Brothers. Then few hitmen ambushed the deal which Mr Teal (Leo) was one of them. Vic Vance gets killed, Tommy flees, the drugs and money get picked by these hitmen. Ken told Tommy to see Cortez and then everyone after that blamed Diaz being behind it. There was never any proof it was Diaz, Cortez just said he thinks it was Diaz, Lance immediately went for Diaz because they had beef with one another in VCS and the phone call on Leo phone let it sound like Diaz was involved. The guy on the phone said that Diaz had a buyer for his merchandise but who is the buyer? We don't know who it is and what the merchandise is. Also who hired Mr Black (the employer of Leo) to ambush the deal? We don't know either. Everyone just thinks its Diaz cause of his backstory with them but no one suspects it could be Sonny or a bigger party.
My suspicion is that it was Sonny behind the ambush. The reason why I say that is because before the deal Sonny had no drugs and money on the table in Saint Marks Bistro but after the deal he had it. We also know Sonny set up Tommy once before and that set up backfired in Sonny face cause Tommy killed the 11 hitmen in Harwood, Libery City. Tommy suspected or knew it was Sonny behind it but did not do anything until he had enough power to take him on. Cortez either knew it was Sonny behind the ambush but remained silent out of fear or he was genuinely misguided thinking it was Diaz along with Gonzalez. Here is how I think it happened. Ken and Cortez set up the deal for the Forellis and Vance Brother. Sonny either tried to kill both parties in the deal or he only wanted the sellers dead, hired Mr Black who then dispatched Mr Teal to ambush the deal. The ambush was semi successful, both the drugs and money got recovered but Tommy along with Lance survived. After that Sonny tried to keep this deal gone wrong on Tommy in order to keep him indebted to him or he knew Tommy would kill any big crime boss that deals with drugs in Vice City to pave the way for Sonny to expand his empire. After that everyone started to think it was Diaz behind it due to his shady backstory. As for who the buyer of Diaz merchandise was, Gonzalez probably knew who the buyer was and Cortez might have tried to silence him to clear some tracks or Cortez tried to take revenge on Gonzalez for stealing from him in VCS. Cortez might have seen this as a right time to abuse the situation. What is interesting is that Mr Black Contract killing company is not just clients that is drug dealers or gang leaders but also to high profile government officials as he sended Tommy once to kill a few government agents and to recover government documents. So it makes sense that the Mafia would hire them too.
My point is, nothing suggests it was Diaz behind it. Everyone just assumes it was him and Tommy just went along with it. (we should remember Tommy was not interested in getting back the drugs or money for Sonny. He only wanted to find the culprit but changed his objective to kill Diaz and take over his empire.) If Tommy really wanted to find the culprit, he should have used Mr Teal phone to track down Mr Black and then work from there to track down the client that hired them. Or Tommy should have tried to track down where the drugs and money went too. My speculation is that it is Sonny behind everything.

during wondering around i vice city you haappen to bumb into a certain building (the same building you chase a car with a faggio) inside the apartment you see blood, this is supposedly is the blood of the assassins hidding behind the crates in the intro and you kill them (it is also a reference for scarface, its the same looking apartment where he got captured in)...........this is a cut content thing. i have read and you could find them thanks to cortez, which somehow ended up to diaz...which is why from one cutscene tomy and cortez and just partners and in the next they are friends...tommy wouldnt do something like this outta nowhere, so cortez must have done something to earn this, which was also cut content
Only thing about Cortez that I find werid is that he leaves his daughter with homicidal mobster turned business druglord ( Tommy ). If it was the general from Sr2 or anton from far cry 6 they wouldn't be happy campers about it.

Cortez did tell Tommy about the people responsible for the drug deal going wrong. Cortez did have personal affairs he needed tommy help with.
If you played vice store stories then you will know Gonzales was being suspicious and secretly working for Diaz Cartel. Cortez suspicions is based on previous issues with loyalty. Cortez have serious business to deal with but didn't have the man power to deal with those problems. Before he help Tommy completely he needed Tommy's assistance. Cortez did help Tommy find out that Diaz Cartel was responsible for the attack. I don't think Cortez betrayed Tommy. He even was accepting to Tommy affairs with his daughter.

At the end of the day, he was a very shrewd businessman, and even if he didn't pay him fairly, Tommy got something out of the arrangement too, even if he had to take unreasonable risks in the process. Really, at the end of the day, Tommy _was_ an errand boy, and Cortez was acting like any boss who has reason to both sort-of help yet definitely exploit his employee, it definitely felt like an amicable "demanding but friendly boss/chill and highly competent worker" relationship.
After the end of the game, with Tommy taking over most of the VC drug trade and gaining the power and influence that goes with it, I'd be willing to call them "Associates." At the very least, I think Cortez would approach the relationship differently with Tommy being his legitimate equal (or his better, power/influence wise) at that point, and Tommy wouldn't have a reason to hate Cortez, 'cause he didn't explicitly try to screw him over, he just put his life at extreme risk, which is pretty much written into the unwritten contract that career criminals 'sign.'
IT is not THE DEFECTITIVE EDITION could people PLEASE just stop calling it that is definitely the Definitive edition (to me and others who have played through GTA IV/V the definitive edition is like how people enjoy the OG Trilogy)

I don’t blame Cortez for what happened. He did help Tommy find those responsible, and yes he did ask a lot of Tommy, but he also helped him as well, despite not having to do so. He was sort of a neutral-ish part for Tommy, Diaz, Rosenberg, etc. He definitely despised Gonzales for blowing the cover regarding Tommy’s deal.
Even if it was Cortez’s _fault,_ he isn’t an enemy. He doesn’t despise Tommy, but he definitely humors him because he knows Tommy can do things for him (because it mainly made HIM look bad).
I knew it! I knew it! He's the one behind the ambush. Remember the Party mission, Ken said that He was the one that set up the deal, which means he knows about the Deal, I mean think about it who else would know about the Drug deal, Cortez is the third party 😮, And Diaz wouldn't do it, he's the one who gets ambushed not the other way around. And remember Lance said that it's "Obvious" that Diaz who killed he's brother, so it means He has no Proof Diaz is behind the Ambush. It was Cortez I'm sure of it, the way he manipulate Tommy, he always Dodge Tommy when he talks about the Money, gosh Tommy Helped him many times and what did he Get? A Speedboat. He wasn't going away for a Vacation, he was Trying to Escape Tommy, because Tommy is Going to Kill Diaz and think that Tommy is close to the Truth, it's crazy when you are about to Kill Diaz Cortez out of nowhere calls you and needs your Help. 🙄
Diaz ambushed the deal it’s stated throughout the game and the fact Lance mentioned it the first time he saw Tommy working with Diaz that’s why he didn’t do much missions for him and didn’t like him anymore because he knew Diaz ambush them plus the phone call hints towards them working for Diaz

if cortez helped tommy in the first time they met, the game could ve ended within 10 mins..he learnt that the man was so desperate in need of both money and drugs , so he used tommy for some of his dirty works...and he completely knows tommys history.
Well in GTA wiki it says he is originally from some country in Central America, so it can't be Peru which is in South America. He also hates the French so it might be a French occupied Carribean country or maybe Panama which has been investigated a lot of times by the French government. Maybe he uses his boat so as to be able to supervice his activities on both countries. Definitely not a snitch on Tommy since he honestly relies on him.

Another amazing video king. I have an idea for a video, although it is a weird one, you could possibly perhaps make a video about each GTA protagonist's political views? I know this sounds weird but there could be stuff suggesting what political alignment each GTA protagonist has (Such as Tommy telling Mitch Baker that the Vietnam war was "ugly business" in one mission cutscene). Well, the end does justify the means. By rubbing shoulders and doing favors for Cortez, it led him to Diaz and he was able to take him out and take over his business. In the end nearly all of Vice City ended becoming Tommy's city any way.

Whoever Colonel Cortez is, sounds like the Sendero Luminoso (shining path) had him as a marked man. Obviously a wealthy man would be seen as an enemy of the people, at least in the eyes of a communist guerilla organization. But the Colonel is definitely not letting us know who he really is. If he was an actual member of the Peruvian armed forces, it would be strange for him to be in exile while his country is fighting an internal conflict. Who was he selling the weapon systems to? Is he selling it back to his own country because of embargos? Is he in it just for the money?
