The reason why hes still fast with a less velmax is because when your touching the ground velmax (max velocity) wont matter at all. If you play comp I'm sure you heard the term "breaking speed cap". the speed cap IS velmax. and if its lower than usual, it will be more easy to break it.
from my experience, if you have higher velmax it would act as a speedboost but kind of not. if you hit lightly it will be like normal, but if you hit hard you should have your velocity multiplied by whatever is set.

thats not how velmax works base velmax for anyplayer is 1 going on higher velmax will increase the max speed you can go there for making it way easier even on values like 1.1 i was using 0.5 which is half of the base value so the game is basically 2 times as hard to play on anything

It's half normal speed, velmax is your velocity cap, if you lower the cap then your slower the default is 1 so 0.5 would be half the speed
