But he is NOT a 2 to 1 dog.

Its based on shown cards, if no of spades or 4 was folded, he got around 50% to hit cause its 27 cards left in the deck and the spades + 3 are 12 of 27 outs, you also lose 17% on the 2 jacks, and if ace was folded you again nothing. So thats 50+17% = around 67% and you have 33% left, with the possiblilites of both hitting stuff it balances up to 36%.

Also the flip side to that is you bet to big and make them fold because that top pair with a king kicker is not a very strong hand in that situation so then it gets folded and you make nothing sometimes checking and trapping is the way to go because I guarantee you he goes all in on turn and he does not get called and makes nothing
It's also very easy to say what you think should happen when you have the luxury of being able to see what all the hands are but when you can't it makes things different this isn't a 1/2 table wrong and bad decisions get pretty expensive wether they got the money or not
