GERMANY: Chancellor crisis! Fleischhauer “SPD with or without Scholz?” Delaying vote of confidence!
There is movement in the search for a new election date that is satisfactory for all sides. According to information from Reuters from participants, CDU leader Friedrich Merz said in the executive CDU faction board that a new Bundestag could be elected on February 16 or 23. This would be a compromise between the election date of January 19 initially demanded by him and the election date of “no later than the end of March” originally proposed by Chancellor Olaf Scholz (SPD). The background to this is warnings from various sides that an election date that is too early could pose considerable risks for the election process. Scholz, in turn, had only modified his original proposal of a vote of confidence on January 15 because both the CDU and his remaining coalition partner, the Greens, had insisted on an earlier date. The “Rheinische Post” also reported on Merz's new proposals.
If you count back from the possible election date of February 23, then this could be achieved if the Bundestag votes on the vote of confidence at the beginning of December. Its expected failure gives the Federal President the opportunity to dissolve parliament. If Federal President Frank-Walter Steinmeier were to dissolve the Bundestag on December 20, for example, there would still be just under three weeks left to pass certain legislative proposals in parliament, the CDU argues.
Ultimately, according to the Basic Law, Chancellor Scholz himself decides when to ask the question of trust. However, he had said on Sunday evening that he would base his decision on an agreement between SPD faction leader Rolf Mützenich and Merz. According to Reuters, there had also been a proposal in the SPD faction to put the question of trust on December 20. But this was too late for Merz.
