I think Phantom Papyrus is either a Hallucination or Dust Sans' Cheerleader and it wasn't canon that he is being forced by Nightmare and also Saving his Friends by killing them was long gone, I think he just sees them as EXP a stepping stone to kill Frisk the Human cause he is very *Determined* to kill the Human.
