Think of it this way. The entire game is like a graph with X and Y Axis. There are winning coordinates on the graph. If the machine isn't ready to pay out, you are not able to access the winning coordinates. You'll always be slightly off no matter what until the machine has received the minimum number of money it needs.

It's not necessarily rigged. It's how many times have people played and how much did the owner set the winning number too. 1 play equal on number. If the owner set it to 2000, 2000 dollars must be played before anyone can win. The numbers range from 1 - 9999
