Since they have their own timezone they start 30 seconds before in our timezone and basically slow it down for their timezone.

For an example the elite is part of it and seem quite happy. They get to live with comfort in the capital, Pyongyang.
However peasants are indeed in more trouble as the countryside is quite under-developed. But overall, agreeing with the NK government tend to live better lives than those who avoid it.
