You have incorrectly disassembled both cameras ! Both are only on the double sided tape, there is no needs to taking them apart especially if someone is changing the housing not only playing with this iPad.
I'm thinking the new iPad mini 3 Is the same inside just with Touch ID, there might be a way to add it to the iPad mini 2.

Use a sharp knife to pry it open then carefully continue with a plastic tool 👍

You shouldn't use tweezers on flexes, and it hurts to watch you just put those screws in a pile...
