Card can become a lose con, or played around even more easily then maxx c in which case having this card in your deck is detrimental and this becomes a brick. Think maxx c vs stun or floo vibes(but you have a lot more deck/combo options against this then maxx c).
This one doesn't give you a draw on normal that's the other one, there is 2 mulcharmy draw cards, one for deck/extra deck & then the other one is for normal summons and summons from hand
