As an ex Bouncer, I would certainly have encouraged the gentleman in question to have a better day somewhere else.. No violence. Just move on somewhere else.
On the south coast we have this type of person wondering about dirty, talking to themselves sometimes shouting and waving their arms often with beer, not causing any trouble apart from that,very sad to see human beings reduced to this because of drugs and drink. He needs help and should be in a secure environment or chaparoned ,but no one cares...that SHOULD CARE.!
What we have to remember is that successive governments closed the old mental institutions so people not able to cope with life, sometimes by choice sometimes by accident are now on the streets. Doesn't help if you stabbed by a stranger though does it.

London cops see all kinds of people. Aren’t they trained to deal with all citizens? Many have a second sense about people like that. They don’t target them unless they’re disturbing something.. Serial killers and assassins want to blend in.

I can’t believe my eyes the guy seems drunk walking around holding his alcohol of choice? 😂 No public intoxication laws in London? He is at least a happy drunk. If not drunk just a little bit on the weird or mentally disturbed side. He should be guided away by officials all around him from busy tourist locations as a public nuisance.
