The length that it stays plugged in depends on the internet speed. If its uploaded quickly the wait is fairly minimal. Itunes will tell you how far it is in the uploading process.

Is this the process I need to do or will it lock me out or something? Presumably there's some sort of security involved to stop thieves from simply stealing a phone and resetting it?
A work around if you don't have an itunes account or a computer is going into settings and tapping general and scrolling all the way down to reset. Then tap erase all data and content. It will ask are you sure becuz it will erase everything on your phone. Hit yes (twice) and then the screen will go black and the apple icon will come up with the progress bar. Once the bar is full your phone will come back on and will be like new (like the first day you got it) it will ask you to setup the language and all that good stuff. But know this you will need a Wifi connection for just 1 step of the setup. You won't need an account or anything just a wifi connection that you have access to(meaning you know the password to the wifi network-I used my new iphone 6s as a wifi hotspot to perform the reset on my old iphone 4)
hi i hope you see this message I am in 2020 and I am doing everything you say so many times but all it does it goes to recovery mode but after that it goes back to being the same it is still locked the phone and laptop have a different cloud so does that affect the recory pls answer as soon as possible

No the hard reset will clear everything. You will need to know the apple id password that is signed into the phone to fully reset the phone.

The locked out iPhone 4s I found in a box required me to hold both the home and on/off pwr button in order to get it into this mode, FYI.
I bought a old iPhone from friend and was iCloud locked but this saved me
usually this doesnt remove icloud info

Why would i need that would it be to get into itunes? Jat if i already have an itunes acc. Cant i use that to reset the phone
No you will need the apple account password that is active on that phone. Its a security feature that prevents theft.

Any computer with iTunes on it should work. Might want to try a different charging cable.

What you described is what I refer to as a factory reset. Hard reset is used when the phone has a pass-code on it that you have forgotten.
