She has something called "Chrono-Disassociation" where essentially without her accelerator she disappears for weeks or even months and cannot stay grounded in time. It was likely on instinct that she dodged, unknowing of what the bullet was really for (killing the robot guy, Mondatta)
When Widow was going to shoot tracer she was going to break the device on her chest which keeps tracer intact and prevents her from disappearing. So tracer saved herself but at the same time got Mondatta killed. Tracers condition gets explained further in her origin story.

If your trying out the game I'd recommend tracer or soldier 76, there both easy to play id say. Even Sojourn can be a good starter if you think you can take advantage of her movement. But if you haven't already been playing shooters for a while, your probably gonna get constsntly folded in this game 😂 but you'll get better the more you play. I also just started playing overwatch for the first time after seeing all the cinematics, its super fun!

But I've been playing high mobility games for a while so that might be why.
