Yeah for sure, Devin was on "Fuck You" with Dre and Snoop on The Up In Smoke Your, he wrote that song and hook. He's a Houston, Texas native/legend, from the old Rap-a-Lot days. Prior to his solo days, he was in the group Odd Squad - later the Coughee Brothaz.
He's such a good guy, he used to breakdance, and generally makes slowed-down-feel-good music. This song is from "Just Tryin Ta Live", which is kind of a classic. If you liked this, check out "Doobie Ashtray", which he made with production help from DJ Premier. You already know who this is.
