A Binaural Beat is composed of two different frequencies, one being played to the left, the other to the right ear. Our brain picks up on the frequency difference and is entrained to that frequency, which subjectively produces the consciousness states associated with this brainwave frequency.

When I am listening this on low volume there is no results though it's working on high volume but when a frequency is lower than 3 Hz it should work better on low volume

Human cant hear below 20hz and above 20k hz...
It's binaural. When you combine 2 frequencies like 108 and 108.9 Hz, you'll hear something around that frequency range with an amplitude that actually oscillates with 0.9 Hz.
