They use this weird plastic material with a low melting point and it holds/conducts heat better than asphalt. Instead of snow cooling down the surface gradually and eventually sticking, the patch takes much longer since it needs to cool throughout the entire patch before the snow sticks instead of letting snow accumulate on the surface while the underside stays warm.
The empty box would be an insert to ensure that something else didn't move around inside an even larger box. The tape is to ensure it doesn't open up and risk collapsing in on itself. Probably an empty cardboard box was cheaper than filling the box with packing peanuts.
