This is just the flimsy, you definitely haven’t missed anything, she hasn’t shown a completed quilt. I get confused when some call the top only ‘the quilt’, and some call it the ‘quilt top’, and then others call it a ‘flimsy’. However, I have saved it into my quilting folder…
Start with 10” block. Subtract the (3) 1/4” seams (1/4” off both half’s) You end up with the stripe block being 8-1/2” (tall) x 10” (width) If you cut them all to 8.5” x 8.5” you’ll have an even square block

I don t understand why the blocks were trimmed to 8.5”.
Start with 10” block.

What tippy said! The HSTs were trimmed to 8.5" to match the 8.5" stripe block, which is smaller due to all the seam allowances.
