The world's borders collapsed due to World War III, and the world, which collapsed into small city-states, still did not trust each other and were at odds even after going through a great war.
In these conflicts between city-states, various mercenary groups were active and lived. The mercenary groups that sprang up like mushrooms became even more vicious in order to obtain the limited number of clients. In response, the city-states of the continent signed an anti-mercenary group land occupation agreement, and all mercenary groups were driven out to the sea so that they could not live on land. After that, all small mercenary groups disappeared, and large mercenary groups moved their lives to aircraft carriers or battleships abandoned after World War III. Since then, the continental and maritime powers have lived in sharp opposition, keeping each other in check.
