- Collaboration is a new normal and is required from start to end on any major infrastructure project. As government and private clients consider how best to plan, procure and deliver mega-projects, "Progressive" P3 approaches are increasingly seen as an attractive option. This requires a different way of thinking about defining outcomes, engaging the market, managing risks, creating flexibility for innovations and more. It also requires new skills and ways of working within project teams as well as with project owners, especially government agencies and ministries.
Is this new collaborative approach working so far? Are companies engaging in collaborative P3s and finding ways to succeed? Are owners getting the competition and value they are looking for? Are progressive models changing more traditional P3s approaches to shape how the market evolves?
