I don’t think it is field specific. Many US programs would just admit you into a “PhD in Mathematics”, not specifying any field. You can check out Uni of Tennessee, Uni of Louisville and Uni of Louisiana. These 3 universities give full funding in PhD Maths. You should also check out other universities. All the best.
You can find apartments on Facebook Marketplace and Facebook groups for members of your school. You can also reach out to International students (through LinkedIn) studying in that school for temporary housing and available apartments.
