put any value grater than c in time dilation formula ,, then calculate throughout ,, you'll get that you travelled past in time i.e., final time < initial time
if we chase the light from earth, then the speed will not be the same. Because if you chase light which is moving through a medium , then it's velocity will not be 'C'. However the decrease in its velocity will be different from that expected by Newtonian physics.

All motion is relative. There is not absolute frame of reference.
