Question - how are the principles followed by the NITI AAYOG different from those followed by the erstwhile PLANNING COMMISSION in India?? Answer - planning commission It enjoyed the power to allocate funds to ministries and State government. It issued dictums to state governments. Top down approach. Decisions are more centralised. 8 full time members. It had a deputy chairperson and member of secretary other than full time members. It reported to National development council comprising of chief minister of states and leutinant governors. It used to impose policy on state. NITI AAYOG It has no financial power of fund allocation. It is only think tank. It issued guidelines in consultation with state government. Bottom up approach. Decentralisation to ensure cooperative federalism. States play more significant role in policy making. 4 full time and maximum 2 part time members. Post of vice chairperson and one post of CEO nominated by prime minister. Governing council with chief minister of states and leutinant governors of UTs as members. It has no power to impose policy. It is essentially an advisory body .
