My hint to relax the brake just fold the brake up. The springs relax and it comes apart easily. I'm rebuilding my pa50 I, its a ton of fun, put a new exhausti on it and it goes 25 mph.
That's a great idea. The bike is fun to work on. The workmanship ain't bad at all. I can remember when Japanese bikes first hit the market. Some said they were cheap and no good, now they are "classics".
Best I've done on mine was around 20mph. My next task will be to mess with the timing. I just set the points in and when it ran I didn't mess with them. I think I could set them a little better. I got a Puch that needs some attention, but it might have to sit till spring.

You can also just " fold " the two brake halves together, put the springs on under no tension, then fold the brake out.
