It wasn't for leader. Buff guy drew the stick and he made a new rule where he appointed himself leader cause he knew no one was gonna challenge him. It's also why torrin made sure he got the gun first before he told everyone so it wouldn't happen again
Torrin was such a machiavellian hero. The moment he read the ballots, he realised that everyone on the ship but him wanted to unleash the monster on Phaiden Island and let an entire populace be wiped out and had to play it smart all the time or else he'd be dead.

Any of the other sailors that would have risked their life for others died at the begining.
