Paragon IV and Equality IV are pretty OP with those (IV) shield buffs. Inequality IV and Oddissey IV I haven't tested yet, but they would benefit from those buffs a lot too I imagine. You can play for 50-60h without meeting some of the ships though, so it's not too much game breaking.
Since they are all small missiles the refire delay is really low. Elite Missile Spec skill increases firerate and gives +100% ammo. System Spec skill adds a charge to Missile Autoforge. In total, you have 900% more missile ammo (racks add +100%, 300% x3). Its a big investment, but putting out 54 harpoons in 6 seconds, then doing it again...twice, is pretty nice.
Yes, most mods do. Its pretty easy for mods to implement that as you just have to add their blueprints to a pool like the hightech pool (any faction that knows that pool will get them) or to specific factions, define a few parameters, and the faction will use them.
you know what i want from the starsector community? BALANCE. you cant take the biggest meanest ship in the game and make it even meaner unless you only want losers to play it, yet thats all these mod makers seem to produce. are you 12 years old or do you just like hitting the auto-win button? ffs...

Oh man i've grown so used to the Iris that I've forgotten that it's from a mod. It's a ship that just makes sense: PD escort for capital ships.
