Sir, The vision ias booklet on govt schemes says the Tier 1 A/C is a non - withdrawable account meant for savings for retirement. While you said that withdrawal can take place three times - 25% of the total fund.
It is withdrawable.. I always research comprehensively before session.. It is clearly written in the FAQs of eNSDL that withdrawal can be done 3 times..
