In Australia there is literally a portion of the car scene that just do this. We call it the "cruise scene", these guys genuinely build their cars to do nothing but drive up and down popular nightclub spots on a Friday or Saturday night. This used to be huge in the early 2000s with sex spec cars but died down significantly however there are still a healthy amount that still do it today.

You also have to take into account the officers time. Chances are the cop just happen to run into the group. Different story if they are racing or being loud or if someone calls in reckless driving. Also the time it would take to write everything up, tow 4 cars all, of that would be hours and hours. They weren't far from the track, had a good excuse so he let them go.

When i was younger (20's) i was stopped for "driving a car that looked too nice for *someone like me* " whatever that means. It was a $10k used TT, not a McLaren lol.
