I need an NDI encoder that will go over ip from one state to another state where my switch board is, or from Israel to my home studio in the US.
this sounds like it's not made for what I'm looking for.

I’d steer clear of Birddog… they burned several people I know with their 4K Quad encoder/decoder… still haven’t addressed the issue. NDI in general is a very finicky platform to begin with, very fragmented. A few facilities I know gave it a go, which they were not pleased with in terms of timing and color fidelity.
