I would use the sign INVENT for that..remember the sign isn’t just limited to the English word. It’s a concept.. the sign INVENT is the concept of dreaming up something and making it happen. So if God created the heavens and the earth he would’ve thought about it and then made it come to life. BUT you can also use the sign MAKE. In fact, you can use all the signs here : GOD, HE, IDEA IDEA IDEA, EARTH, INVENT MAKE PAW!

Another idea would be to add the sign "miracle" before the sign "make". Miracle can be signed "wonderful" "happen"
