all factions get kings purse, its a fixed amount of income per turn, it is basically there to balance the game so a faction with only 1 town can afford a decent army to go on the attack
the "please do not attack" "we will not attack" thing is basically a non-agression pact, of course its the total war AI so pretty much everytime the AI will declare war the next turn

One of the more amusing campaigns I played was Mongolia in the Teutonic campaign. Generals have 0 loyalty (devs forgot to give them any) so you can only rely on your king at first. Economy is crippled (-2,500 penalty) and you have no way to spread religion other than through buildings, so stability is tough. But the Mongol unit roster compensates once you manage to stabilize and make money. No one can counter mounted archer spam, save from praying the Mongols run out of ammo, which almost never happens, and as it does, 80% of the enemy army is dead already.
The defending siege battles in medieval 2 could get cheesed so hard. I would just use a couple horse units to cycle charge their lines and they wouldnt even move.

For every 10 factories there is 1 Nuclear power plant, for every 10 Nuclear power plants there is 1 apartment complex, for every 100 apartment complexes there is 1 statue of Lenin, and for every 100,000,000 statues of Lenin, there is a McDonalds and a zoo. Or just make a city of bouncy castles with a statue of Lenin.
