If you're looking for program for face blur, this is not it, you must pay for pro version in order to have that option.
There is not way around it. No matter now many "points" you have, must pay for it.

Adding the shape in the Blur is Pro version only.

It is become limited to Pro Version when you add 5 or more curve point on one instance of the effect, try importing the video, it will have no problem
