Demons do exist, and they can never die, so that would be the most likely cause of the car's "wanting" the man to turn himself in. This show used to scare me to death when I was a child - also One Step Beyond & The Outer Limits - our yard was deeply black back in the late 1950's and early 1960's and so it was a spooky thing to watch these TV shows and then go to bed afterwards.

When I saw that car back out the garage and drive itself, my skin was tingling all over from head to toe. Only in the twilight zone with Rod Serling could you expect this. This episode still gets to me.

That's the story line. Due to limited production time and money, the crash scene is crudely made. Sound effects and a stunt rider performing the downing action give the impression of a collision. Showing the bicycle wheel and handlebars wrecked and twisted provided the context of the bicycle being involved with something much sturdier. The scene is all staged and acted. No kid was actually killed. The bicycle was "wrecked" by the special effects crew and photographed by the camera crew to convey the message. Are any bells starting to ring for you?

That's Culver City, California back in the day. I think that is the old Culver City Police Headquarters the car drops him off at.
