I just did a quick Google search, and the name of Dean Shostak came up, which sounds like it might be the right person.
You shouldn't ask for private use, eg: a school project, if it isn't getting published. You ask for permission when you are using it for monetary gain, including advertisement, or if you are going to use it in your own YT video even if isn't monetised, simply for moral reasons.

There's a recording somewhere where the orchestra ordered a harmonica instead of a glass armonica and decided to use that anyway.
