There's so much I could say about this but simply, soccer has the exact opposite issue. Well, for the most part. The most important part of how Basketball players are ranked is by trophies, clutchness, and STATS. While soccer players are ranked by trophies, clutchness, stats, and how they make you feel while they play. Or basically how they dribble. Players who can dribble to such an extent, are a lot of times ranked above players with better stats and more trophies. Players who have good stats, but poor dribbling will get ranked low. And if you elevate a player simply because of his stats, you will be insulted as a fan who doesn't understand the game. Dribbling is the most important part of the game of soccer for most fans
It is possible to float the ball without carrying by constantly accelerating laterally. You have to play at the edge of the rules otherwise your not playing at a high level. If you have large enough hands and enough dexterity you can run a dozen steps on one dribble, no carry. More if you turn around and accelerate the ball retrograde tho this is impractical. The issue is people trying to replicate this without knowledge or getting checked. But also not everyone can physicaly do this without a carry. Most people are average. As long as people are having fun in their yard who cares. Good video :)

It's not even the ankle breakers that make Kyrie the best ball handler in this era; it's how he manipulates the ball as if it's part of his body, getting into the position he wants and creating shots only he can make.
Keyword CARRY. Which 99.9% of the league does. For over a decade NBA has scratched carrying violations from the rule book. Dribbling in the league today makes me cringe to watch.
