Couple photos you showed it looks like construction company draining their waste in storm drain. I worked at city North of Ft Lauderdale and we pumped most of our waste to plant and recycle the water for irrigation and the raw waste was pumped straight off the pavilion locals call it the “stink hole” I agree with what you’re saying but it stems from top brass and all those city trucks just driving in circles. The reason for all this chaos no one doing their jobs. No one locating valves, no one exercising the valves so they don’t break when u need turn them off. Imagine what happens at night when no one’s looking. Someone dropped the ball on planning to upgrade the sewer lines. At one point they fixed a break a week later another break. Buddy I feel your pain downtown is historic all those canals running thru Oakland park no one cares because half people are not from Ft Lauderdale so they don’t have the same feels as us born and raised. I finally moved to west coast a lot old school fisherman Good Luck in your fight. I would take more pics and call the EPA

The important thing is, more dog parks and art festivals. Infrastructure is a bad word.
