Yes, but not the cut candle,
By cutting the candle your pushing the energy back down the branch, which will then help to create back budding, & give you more candles further back on the branch.

How to achieve needle size reduction on white pine?
would it be safe to apply these techniques to Eastern white pines or others. even jbp or red where they do flush twice? just not getting the full benefit when only pruning once?
airicsunn Japanese black pines are different. If you watch the video called growth perpetuation on Mira RUclips page he explains that
airicsunn I have been using these techniques on Eastern white pine and Scots; get good results of back buds.
