This recipe makes approximately 32 gyoza, so it depends how many you serve per person. If you serve them as a small appetizer (4-8 gyoza) then about 5-6 people, but if you serve them as a main dish with rice then probably only 2-3 (10-16 gyoza each).
Strong flour is a wheat flour with a high gluten content (used for bread etc) whereas weak flour is also made with wheat but has a lower gluten content, usually used for cakes etc. If you're unsure, you can use all purpose flour for this recipe.
