That paint texture really captures a story. Like an abused cheap car, I can see some previous owner too poor to get a beat-up droid repainted professionally and not knowing enough to do it properly themselves instead repaint their droid with house paint and a brush.

I love this! Yes! I imagine a big, thick, heavy brush with so much old paint encrusted on it, that it's impossible to apply a nice, even coat.
