Donghae wrote this one. This was the pre-release before the Black Suit comeback (Thanks to @Agent Reza for the correction). They did a great job vocally on this, because at this point they were missing 4 vocalists - Kyuhyun and Ryeowook were in the military and Sungmin and Kangin were both on hiatus.
They mainly stick to their roles but all SJ members have actually good vocals that's why the ballads in their albums are so good. And with this particular album, with 2 main vocalists absent, you gotta appreciate how the other members stepped up and it gave a chance for others who didn't have much parts before to showcase their vocals.
Absolutely! Super Junior to me is always as good as they always have been, no matter which member(s) might be absent. They cover each other up so so well
There was a video that explained the meaning of the song and the lyrics. I honestly forget what it said, but i do know that Donghae dedicated the song for elf. He wrote it when he was in the still serving as a police officer for his military service. They came back after 3 years of hiatus so they were asking for "One More Chance" to the fans. And for the Korean tittle asking the fans to stay and "Don't Leave Like the Rain." The woman represents the fans that walk their own path through life and how they are always behind them try to catch up try to keep the fans interested. How the life of an artist depends on them and their fans can sometimes forget about them because they out grow a band. The song was a pre release for the 8th album "Play", title track: Black Suit. During this CB the group still had 11 members. Kangin and Sungmin were on hiatus. While Kyu and Wookie were in service. Now they are still technically 10, Kangin formally left, while Sungmin is still in hiatus.
You should check out the Super Show 7 live version of this song together with other ballads. Super Junior ballads are nice. It has good lyrics...you can search the english translation.

To that, you add that this song was written by Donghae when he was in the military, and composed it as well when he got out to present it to the group to be considered in the album. He asked Eunhyuk to write the rap part, and made a demo with his and Yesung's voices so the rest of the group could hear the whole thing. And the MV was directed by Shindong. The song is about a lot of things, much of what you already said, mostly the worry they had back then about coming back as a group, if the fans were still out there for them (the korean part of the title says "don't go like the rain"). At the time, Eunhyuk, Donghae and Siwon had just finished their military service, so they were suppose to have a comeback with the active members that had been busy with solo stuff. The whole process of the comeback: song selection, recording, dance practice, MV shooting, it was all documented in the show SJ Returns (season 1). I'd totally recommend whatching that at some point, it's a proper behind the scenes on how the industry works.

Super Junior's ballads are actually my favourite genre of songs from them, I recommend you try "Evanesce" and "Islands" live at SS6 concert :)
Heechul singing ability is 3 octave and 4 points, and he's a tenor, check his live performances at immortal songs, he's an underrated singer

Super junior actually have a lot of good ballad, like, as a whole group. my favorite is 'Island', and the live version is m.a.s.t.e.r.p.i.e.c.e
