No offence, but if you cannot play this after a decade you are practising wrong. Simple knowledge of scales, guitar positions and practice should almost let you play like he is here intuitively adding the licks meshed with the song. 2 years tops from never played before if practicing 1hour a day.

Even though he has a NeuralDSP Archetype Mateus Asato plugin, I'm honestly more capable of achieving a tone like him by using Archetype Tim Henson plugin combining with Valhalla Shimmer.
In regards of where to buy, depends on where do you live, if it's a plugin/VST you can get on NeuralDSP official website, just Google it, super simple. If it comes to pedals and everything, try going to a near guitar store or finding in some marketplace, it can have pretty much good and cheap used pedals, etc.

mateus has to be one of the cleanest hands on guitar, man blows my mind every single time!
