Did Margaret actually say that line about not letting women into the Cabinet in real life? Because that makes absolutely no sense coming from her. A woman as the first woman Prime Minister of Britain saying women shouldn't be in Parliament. That's like having Obama, despite being the US first black president, saying poc shouldn't be in Congress because 'reasons'.
It is all about ideology and world point of view. Thatcher was a conservative that only cared about making the rich richer. Obama is a liberal centrist that at least try to make some difference for his community
I don't think there's any evidence of her actually saying that, but the whole point is that she says it while being a woman herself, which is why the Queen reacts the way she does. By saying so she differentiates herself from "women in general" as she puts it.
From what I understand the queen tried to establish a personal dialogue with her but Thatcher often resisted and avoided such acts. You can see it in the dialogue here the queen tries to connect with her by talking to her about her children and thatcher rebukes her and making it clear her husband will not be seen at #10 Downing Street.

Tax payers money from what I can tell, back then they said it would cast 3 million pounds, and Frankie Boyle said: "For 3 million, you could give everybody in Scotland a shovel, and we would dig a Hoel so deep that we could hand her over to Satan personally". Then it ended up costing 10 million pounds and I think people were protesting her funeral as it happened. Odd for a fiscal conservative like her to request a funeral that would cost that much

They had differences but they actually did get along. They still talked after Thatcher left and the Queen even attended her funeral.
