As for why this song is rejected, I can’t say for sure, but I assume it’s either because Konami learned their lesson after MAYHEM and deemed 998 bpm to be a pain to deal with, or they’re just looking for artist variety considering that Camellia has won MANY contests throughout the history of the game.
