Is allocation of common parking area done for the flats being sold to the different people for the same piece of land?

Builder providing separate 'utility area' for washing machine etc. within unit. Question - does it not come under RERA defined carpet area? If so, why is builder marking it as 'utility area'?

Agar building banni hui hai without sanction plan 1990 mein tab kuch nhi tha jyada .Abhi thoda thoda nikla hai jismein humne thoda jyada jyada banaya joh sansction plan architech se banaya tab yellow highlight kiya hai. Toh mujhe janna hai ab kya way hai iska. ghar toh tod nahi sakte ek he ghar hai. Bahar se stairs hai front side and left side mein balcony hai jismein uper jaane ki sidhi hai terish pe. Toh plz batadijiye compounding laise charge deke plan pass kara paaye? Bichmein aaya tha plan but tab paise nahi the. Abhi plz bata dijiye any way or nahi toh plz kuch JUGAAD Bata dojiye.
