That's happening to me. I'm playing on veteran, and ghost is yelling at me to get down the rope, but I can't interact with it. I have to wait in the tower until price says something but by that time there are enemies that I can't kill sniping from Windows, and they just light me up. I can't get to the rope. Even with smoke grenades
