to make a line angled with degrees relative to another line, you have to draw one reference line by using offset command, and then you can use that reference line to draw the angled line with degrees relative to another line

You have to make a note that AutoCAD measures the angle in anti-clockwise direction.
so we will take (-) for clockwise and (+) for anti-clockwise .
i have shown that perticularly in video.
