I don’t think that they are necessarily inconsistent with their rules. They have their rules and they are inconsistently followed. Places can’t be fully staffed 100% of the time, so they have more staff during the busier times of day. I assume those bins are there for water bottles or sunglasses, sandals. Any loose items you do not want to/cannot bring on the ride. Not for a bag of everything you brought into the park. This is what they have the lockers for.

I went last month and whicked cyclone staff told me I could not bring my bag with me and I saw no bags so this video may have helped
